Council-Manager Government

Lower Paxton Township operates under the Council-Manager (Supervisors-Manager, in our case) form of government, in which the citizens elect the Board of Supervisors (5) as the township’s governing body. Council-Manager government combines the strong political leadership of elected officials with the strong managerial experience of an appointed manager or administrator.

How it Works

How Supervisors-Manager government works is a simple flow process. The citizens elect the Supervisors (5), the Board of Supervisors hires the Township Manager, the Township Manager manages the Township staff, the Township staff reports to the Township Manager, the Township Manager reports and advises the Board of Supervisors, and the Board of Supervisors is responsible to the citizens.
